Comprehensive Achievement and Civic Readiness

In 2013, the Minnesota legislature adopted what is referred to as the World's Best Workforce (WBWF) legislation, section 120B.11. During the 2024 session, the Minnesota Legislature renamed WBWF to Comprehensive Achievement and Civic Readiness (CACR). This legislation requires that a school board, at a public meeting, shall adopt a comprehensive, long-term strategic plan to support and improve teaching and learning that is aligned with creating the world's best workforce.

What is CACR?

CACR was enacted to ensure every school district in the state is making strides to increase student performance. Each district must develop a plan that addresses the following five goals:

All children are ready for school.
All racial and economic achievement gaps between students are closed.
All students are ready for career and college.
All students graduate from high school.
All students are prepared to be lifelong learners.

Requirements

What are the requirements?

Each district must adopt a strategic plan that is aligned with CACR. This plan must support and improve teaching and learning, and contain the following:

Clearly defined student achievement goals and benchmarks.
Process to evaluate each student’s progress toward meeting the state and local academic standards.
A system to review and evaluate the effectiveness of instruction and curriculum.
Practices that integrate high-quality instruction, rigorous curriculum, instructional technology, and a collaborative professional culture that support teacher quality, performance and effectiveness.
Evidence-based strategies for improving curriculum, instruction and student achievement.
An annual budget for continuation of district plan implementation.

Annual Plan

The district must review its plan annually and publish a report on plan results every fall. The School Board will hold an annual public meeting, survey stakeholders about their connection to schools and level of satisfaction, and submit a summary of the report to the Commissioner of Education.

What is the Achievement & Integration Plan?

Each district’s Achievement and Integration plan must align to the requirements of CACR. Minnesota statutes were passed for the purpose of:

Pursuing racial and economic integration
Increasing academic achievement
Creating equitable educational opportunities
Reducing academic disparities based on students’ racial, ethnic and economic backgrounds

CACR Advisory Committee

Each district must establish an advisory committee to engage the community in planning and implementing the strategic plan. Our district's CACR Advisory Committee reflects the diversity of our district, and includes students, family members, staff and community members. This committee provides feedback on our strategic plan and makes recommendations to district administration and the School Board.
