Vision 2030 and SOD Update: Board Approves Facility Closures; Transition Planning to Begin

After months of study, public input, and deliberation, the Rdale Board of Education on Monday approved, through formal resolution, the closure of Noble Elementary School, Sonnesyn Elementary School, Robbinsdale Middle School, and the Education Service Center (ESC) at the end of this 2025-26 school year.

The facility closures are one component of a larger Statutory Operating Debt (SOD) plan, which the district is required to submit to the Minnesota Department of Education (MDE) by Jan. 31, 2026. The overall plan calls for more than $8 million in budget reductions in order for the Board to approve a balanced budget for 2026-2027, and is intended to support stabilizing district finances while sustaining student programs. Transition planning begins

With formal Board action on the closure of these sites, district and building administrators, along with school staff, will begin developing detailed transition plans to support students, families, and staff impacted by the approved closures. The district remains committed to sharing information with families and school communities to ensure a smooth transition for all impacted by these changes. 

Areas of planning include, but are not limited to:

  • Boundary-related adjustments tied to school consolidations
  • Facility preparations, both for closing buildings and for welcoming new students and programs into receiving schools
  • Logistics and moves, including classroom materials, personal items, and district resources
  • Staffing transitions, including administrative, teaching, and support roles
  • Program planning, aligned with the approved 2026–27 structure
  • Building new school communities, supporting students, families, and staff as they come together in new settings
  • Ongoing communication, internally with staff and externally with families and the community

Other SOD reductions under consideration

In addition to the facility closures approved tonight, the Board is continuing to consider other components of the SOD plan. One of those components includes the potential closure of FAIR Pilgrim Lane and relocation to FAIR School Crystal, which would end the FAIR middle school magnet program. Under this proposal, students currently enrolled at FAIR Crystal would transition to their neighborhood middle schools.

Together, all of the approved and proposed facility closures are expected to save the district more than $4.2 million annually. The broader SOD plan also includes additional reductions and efficiencies that the Board has discussed and is considering, including:

  • Ending dedicated Spanish Immersion transportation to Plymouth Middle School by creating a parallel pathway at Sandburg Middle School
    • Estimated savings: $270,000
  • Eliminating Minneapolis open enrollment transportation
    • Estimated savings: $363,000
  • Sunsetting the International Baccalaureate (IB) program in grades K–11, with grade 12 concluding in 2027-28
    • Estimated savings: $300,000
  • Scheduling and staffing efficiencies at the secondary level
    • Estimated savings: $2,065,000
  • Scheduling and staffing efficiencies at the elementary level
    • Estimated savings: $400,000
  • Realignment and reductions of non-instructional staff
    • Estimated savings: $500,000

What’s next?

The School Board agreed to conduct a special Listening Time on Monday, Dec. 22, starting at 6 p.m., for those who wish to speak about the proposed changes to FAIR Crystal and FAIR Pilgrim Lane. 

The Board’s next business meeting, which is its annual organizational meeting, will take place on Jan. 5, 2026. That meeting will also include:

  • A general Listening Time prior to the business meeting for public comments
  • And another formal public hearing where community members may provide testimony for or against the proposed closure of FAIR Pilgrim Lane and board action

  • Jan. 5, 2026 – Listening Time (6-6:50 p.m.), business meeting (7 p.m.), with Public Hearing (opportunity for public input) regarding the closure of FAIR Pilgrim Lane, followed by a formal vote, and review of the final draft of the SOD plan
  • Jan. 20, 2026 – Business meeting (7 p.m.) with final vote on SOD plan
