Statutory Operating Debt (SOD) 2025-26

Between October 2025 and January 2026, the district focused on developing and approving the Statutory Operating Debt (SOD) plan, which was approved by the School Board on Jan. 20, 2026. As part of this work, the district began reducing its overall footprint through initial school closures, consolidations, or reconfigurations. These decisions were guided by three core lenses—desirability, feasibility, and sustainability—and made independently of whether additional funding becomes available through a future referendum. This is essential to aligning district facilities and operations with current enrollment and financial realities.

The approved SOD plan was submitted to the Minnesota Department of Education (MDE) by the Jan. 31 deadline, as required by state statute.

With the SOD plan approved, Rdale will now begin transitioning into the next phase of work—including implementation planning, family and staff communication, and supporting student transitions for 2026-27.

Phase I Dec. 8 update

The Robbinsdale Area Schools Board of Education held a study session on Monday, Dec. 8, as part of its ongoing work to address the district’s plan to address its statutory operating debt (SOD) and move forward with Phase I of Reimagine Rdale: Vision 2030. Board members reviewed the facility recommendations previously discussed, received additional information requested at the Nov. 24 meeting, and previewed procedures for the Dec. 15 public hearing on school closures.

With the Vision 2030 Team’s recommendations complete, Rdale is entering the implementation phase: a multi-year, community-informed process that will stabilize finances, align programs and facilities, and fulfill the district’s long-term vision by 2030.
