
School Board
Robbinsdale Area Schools, Independent School District 281, is governed by a seven member School Board. Each member is elected at large to four-year terms. Board members are elected in even-numbered years, taking their seats in January.
The Board is responsible for developing policy to ensure proper care, management and control of district affairs and supporting the Equity Policy. The Board’s job is to represent, lead and serve the school district community and to govern the organization by establishing expectations for student achievement and quality operational performance, and by monitoring actual performance against those expectations. Board members also serve appointments on numerous district-wide councils and committees, and state organizations.

School Board Meetings, Agendas & Minutes
The Robbinsdale Area Schools Board meetings are typically held the first and third Monday of each month (except when the calendar does not permit) at the Education Service Center (4148 Winnetka Avenue North, New Hope, MN, third floor boardroom).
School Board Study Sessions are scheduled to follow the second school board meeting of the month. School Board Study Sessions typically start ten minutes after the adjournment of the preceding School Board Business Meeting.
Agendas are typically posted three days before each meeting. All Board meetings are open to the public, unless otherwise specified.
Participation in Meetings and Listening Time
The public is welcome to attend School Board meetings, study sessions and public hearings. Members of the public may participate in regular School Board meetings in the following ways:
1. Watch video of past School Board meetings and read minutes. The public may stream video online of past meetings and read meeting minutes.
2. Addressing agenda items or issues not on the agenda. The public may attend the Listening Session held before the first business meeting of each month (except when the calendar does not permit). The public is asked to complete the Listening Time Form, following the updated procedure.
Your input is welcomed and valued even more during this unprecedented time. The School Board Listening Time protocol has been adjusted to the following:
- Complete the Listening Time Form prior to 3:00 p.m. the day of the scheduled Listening Time.
- Submitted forms will be addressed in the order they are received.
- Presenters will have 2-3 minutes to address the Board and Administrative members present.
Important reminders:
- Keep information accurate and concise.
- Minnesota data privacy laws prohibit discussion regarding specific people, including staff and students.
- If any follow-up action is needed, expect a response after we have had time to inquire about your topic.

School Board Meetings: What to Expect
The Robbinsdale Area Schools (Rdale) Board of Education welcomes community participation and encourages attendees to review the information below to better understand how Business Meetings, Study Sessions, Listening Time, and Public Hearings are conducted.
Meeting Location and Timing
All Business Meetings, Study Sessions and Listening Times are held in the School Board chambers at the Education Service Center (ESC), located at 4148 Winnetka Ave. N., New Hope.
At the first Business Meeting of most months, the Board conducts a Listening Time. Listening Time begins at 6 p.m., followed by the Business Meeting at 7 p.m. Meanwhile, Study Sessions typically begin at 6 p.m.
Doors to the School Board chambers typically open 30 minutes prior to the start of the Business Meeting, Study Session or Listening Time.
What is Listening Time?
Listening Time provides an opportunity for members of the school district community to share comments, concerns, questions, and ideas regarding most any topic directly with the School Board.
Listening Time begins at 6 p.m. and concludes on or before 6:50 p.m., depending on the number of speakers. If there are more requests to speak than time permits, some speakers may not be heard. Only in specially announced circumstances will Listening Time last longer than 50 minutes.
Community members who wish to speak are asked to complete the Listening Time Form, which can be submitted in advance by emailing Molly Olson, Executive Assistant to the Superintendent and School Board, at Molly_Olson@Rdale.org, or filled out in person upon arrival. Speakers are heard in the order forms are received and are allotted up to three minutes.
Listening Time is not live-streamed or recorded. This long-standing practice in Rdale allows individuals to share sensitive or personal information in a respectful setting.
Business Meeting and Study Session Live-Stream
Business Meetings and Study Sessions are live-streamed and recorded. The live-stream is available on the district website and YouTube channel, and in overflow rooms when attendance exceeds available seating in the Board chambers
Please note that the live-stream operates with an approximate 30-second delay.
Understanding Public Hearings
Public Hearings are a special portion of a Business Meeting and are not part of every Board agenda. They are held when required by state law or by School Board action, such as when a school closure is being considered.
The start time of a Public Hearing is determined by the Board meeting agenda and is not scheduled for a specific time within the meeting.
Seating, Overflow, and Safety
The School Board chambers have limited seating. While the room has a posted capacity of 226 for standing-room situations, that configuration is not appropriate for public meetings.
To ensure safety and accessibility:
- Seating is limited to approximately 70 chairs for Listening Time
- Seating is limited to approximately 80 chairs for Public Hearings
- Standing in aisles or against walls is not permitted
Overflow rooms are available when attendance exceeds capacity. Because Listening Time is not live-streamed, overflow rooms do not receive a feed until the Business Meeting or Study Session begins.
Accessibility and Language Services
Spanish and Somali interpreter services have been provided at past meetings and are available upon request. Community members needing language interpretation or other accessibility accommodations are encouraged to contact Language Services at 763-504-8082.

School District Elections & Campaign Finance Reporting
School Board Election
The School Board election for Robbinsdale Area Schools will take place Tuesday, Nov. 3, 2026. Four of the seven at-large positions on the School Board will be up for election (four-year terms).

Campaign Finance Reporting
Minnesota Statutes Chapter 211A governs the campaign finance laws related to local government candidates and committees. Reporting obligations are based upon the amount spent or received in one calendar year. Refer to the Secretary of State’s Campaign Finance Filings page for additional information.
Reporting Type 1: The campaign did not collect or spend $750 in a calendar year
If the campaign has NOT collected or spent more than $750 in a calendar year, the campaign treasurer's reporting obligation is as follows:
- Complete the Certification of Filing Form and submit to the district's Election Clerk no later than Tuesday, Nov. 12, 2024.
Reporting Type 2: The campaign did collect or spend $750 in a calendar year
Once the campaign reaches a threshold of spending or receiving $750 in a calendar year, the campaign treasurer's reporting obligation is as follows:
- Complete the Initial Report within 14 days of spending or receiving $750 in a calendar year.
- Complete a Pre-General Report no later than Friday, Oct. 25, 2024.
- Complete a Certification of Filing Form and submit to the district's Election Clerk no later than Tuesday, Nov. 12, 2024.
- Complete a Post-General Report no later than Thursday, Dec. 5, 2024.
- Complete an Annual Report no later than Tuesday, Jan. 31, 2025.
